problem with russian win-1251

My site has win-1251 charset instead utf-8
Thats why i have Nice links of my materials in my language, but when I click to it
I get Ugly links like http://www.site.ru/%cb%e0%e1%ee%f0%e0%f2%ee%f0%ed%fb%e9-%e0%ed%e0%eb%e8%e7/

so, how to get Nice Links?
Can SEFA convert win-1251 to utf-8 automatically?

Please use title alias setting in SEF Advance configuration and have title aliases written in latin characters.

And I can't use urls like WikiPedia?
so pity..
